If we look at % of reported crime in the UK that ends with criminal charge it looks something like this.

Assault - 5%
Stalking - 5%
Harassment - 4%
BHurglarly - 4%
Criminal Damage - 4%
Vandalism - 3%
Vehicle Theft - 2%
Muggings/Pickpocketing - 1%

And for the final part, Russian statistics combine attempted murder & murder. The figure of 7,628 murders actually includes attempted murder too.

So what we know is:
UK police suck and don't investigate.
Russia combines attempted & succesful homicide.
The 6.8 figure is false.
